Emergency Bulletin notification via email

I would like an option to send out Emergency Bulletin Notifications to users without having to use a content category, and make the process more seamless.

    We have created a private distribution list and added all faculty, parents and students to it. This way they cannot opt out. We use it only in case of emergency and nothing else. 

    I would like to see a feature where this was also available as a text.
