Right now, when a user sees an emergency bulletin on the onMessage website, once they dismiss it, it is gone entirely. Unless they clear their cookies, users will never see the same bulletin again, even if the content is edited. The only way to get the bulletins to appear for them again is to post a completely new bulletin.

We'd like to be able to make updates the bulletin content that users will be able to see regardless of whether they've previously closed the bulletin windows. Ideally, we'd like to have the notice initially display in the Lightbox, and after they exit out of that, leave a banner at the top throughout the span of the bulletin that can be clicked to expand the current bulletin message. This way, users will be able to see any updates made to an emergency bulletin without it needing to be sent out in a separate bulletin. We'd like this to work for mobile as well.
