Preserve name of user in 'Process History' (For Inquiries and Applications) if user is deleted/ merged

Currently, if a user record that was processed is then deleted, this leaves a date and inquiry, but no name in the 'Process History' view. We would like the name to remain, with a notation that the user was removed, to make this clear.

    Also be able to delete the Inquiry AND the User if you so choose. A lot of schools test inquiries when implementing and when we use a Test user if they Delete the user without deleting the Inquiry first, the Inquiry stays (as shown above with no name listed in the Inquiry Process history) This works different than Applications where if you delete the user it DOES delete the Application
