Ability to remove application forms from users if they have since been set to inactive

Currently, if a family starts an application form and we later inactivate it, that family can still complete the application form.

We would like it removed from families as soon as we inactivate it. Leaving it with the family can cause confusion. They should be filling out an active application form.

    YES!  If we have to create a new form every time a change is made, then that form should no longer be valid once it's marked inactive.  It creates confusion all around.
