Remove "Fill Out" button for | Ideas for Blackbaud's K12 products

Remove "Fill Out" button for Application when manually uploaded

If a Candidate's application is manually uploaded, or if the application checklist step is marked as "Completed," I would like the "Fill Out" button for the Application to not be seen by the Parent of Candidate, for that Candidate.
