Add the ability to create a Topic Page on a Resource Tile.

This would be very useful and could be used to expand or give more information on a particular topic in a Resource Tile. For example, if you had a Library Tile, or Technology Tile , or class tile, you may have an in house contest or event that is on-going.  If the event or activity does not have an internet link or is not "big' enough to warrant its own tile, a TOPIC PAGE WOULD BE A PERFECT WAY TO elaborate or give more information to the the topic.

    Here Here! If we had this we could dump old podium private pages, which we are STILL using.
