Allow the option of adding a grade directly to an assessment for an individual student when the teacher opens the assessment but there is no student submission.  I.E. you are grading student submissions on-line, but one student did it on paper, or you just want to enter a zero because they did not complete the assessment.  Currently, you have to switch over to the grade book to do this.
