It saves time for a dorm parent to import topics from prior year dorm even if they were not affiliated with the dorm in prior year.  Content should be allowed whether they were parent and for dorms other than their current dorm.  We have topics for dorm schedules and resources for dorms that would be quicker to import and update than recreate each year.  If the dorm parent has not changed, they can import, but if they were not dorm parent for the dorm prior year, they can't import.
