Allow course requests to check enrollment for previous term in a school year for pre-requisites.
Currently, pre-requisites are only checked for previous years, they do not work for previous terms within a school year.

So the idea here is to check requests within previous terms of the same upcoming school year so that, even if a student hadn't yet been enrolled in a prerequisite course, so long as they'd requested it for a term in which they would complete it before the next course in the sequence, they'd be allowed also to request that next course.
