Assessments, Discussions, and Rubrics should have the skills based grading option.

Currently, the competency based grading only works with assignments. It would be great to be able to provide skill based feedback in assessments, rubrics, and discussions as well.

    ...and it only seems to work if you grade with traditional points only. If you use mastery skills or a hybrid of points and skills, then the ability to add a rubric seems to be grayed out.
