I'd like students with future enroll dates not to appear on class rosters

I'd like for students with future enroll dates, to not appear on class rosters until the enroll date. This allows planning/scheduling for students that come in mid-year, before their actual enrollment/start date, so they can be added to courses and schedules but this information cannot be seen by teachers/advisors/other users.

    This also means the students show up in Gradebook and Grading for report cards when they are not even attending yet. I have a new student with enroll date of 3/22 that is showing up in quarter 3 which ended 2/26. The student isn't even here but can be given grades for the entire previous quarter because grading and scheduling operate from the semester dates rather than the date of enrollment.
