Allow parents to view, but not edit, medical tab

I’d like an option to only allow parents to view and not edit information in the Medical tab. Currently there is not a task to separate view/edit on Medical information.

    I would like parents to be able to edit some areas of the Medical tab, but with a push notification to the nurse anytime there was a change, or perhaps a dashboard highlight -- but there would need to be a way to make sure we caught all changes that parents make in a timely way.  

    Also, in the Medical Summary section, I would NOT want parents to be able to check off the General Information items -- Medical form recieved, Wants school insurance, Insurance card on file and Permission to Treat. These items should be reserved for the nurse to indicate and approve.
