Add functionality to Official | Ideas for Blackbaud's K12 products

Add functionality to Official Notes that will alert the Approver that he/she has something to approve

Our Division Heads often get busy and can forget to check pending approvals on any given day. They have asked about a pop-up alert or an email to prompt them.
