Consider that, in a larger school, there are thousands of teacher recommendations for students each year.  Consider also that, in a high school, administration cannot rely on the students to turn them all into requests.   As things are, therefore, the only way for an administrator or teacher mandate what a student should take is to go through the 'recommendations' and have someone ELSE change them to requests manually one by one.    TERRIBLY TIME-CONSUMING!
