When approving course requests, limit warnings to the filtered term

Fall term is underway and course requests are currently open for Winter term. Spring will be done in a couple months. When the advisors go to their advisory and approve the requests, they filter to the current year and term being done (e.g. winter) then approve the student requests as appropriate. When done, they save and get an error saying "REQUEST COUNT ERROR Oops! You need to enter at least 5 academic requests for Spring Academics 2021-2022". This confuses advisors since we filtered to winter and won't do spring until much later. Since we filtered to winter and spring requests are not on, the system should not check that term.

    Also, please limit courses that show as offered to the correct term. Our Fall term course requests shut off in May 2021. Winter is open from 10/26/21 to 11/2/21. Students see just winter courses when selecting, but advisors see Fall (even though requests are closed) and winter and are selecting the wrong ones; it's confusing to them.
