Ability to Add Specific User/Role to Conduct Notifications to Receive Emails Merged

Currently, the system can only send emails to certain users tied to a student (i.e. Teacher, Advisor, Activity Leader, etc.). It would be nice to be able to add specific users such as LS/US Directors without having to give them a certain role.
