True CSV Export

When I export data from a basic list I get a file with a CSV extension that opens in Excel, but when trying to submit that data to other services we use I have discovered that it is actually a tab delimited file with the CSV extension. You see this when opening the file in a text editor (and I'm working in Windows 10).

Most of the time I need a comma delimited file. Occasionally I need a tab delimited file. I propose that clicking the Export button gives the user a choice as to which type of file to generate.

      Guys, this is a [small, bug really nagging] bug.

      It's been two years! How hard can it be to fix this???

      This is super important. We've had a lot problems submitting transcript to Georgia Hope Scholarship because of this.

      I would like to add to this by saying having a mechanism to schedule these exports to happen daily,weekly, etc would be very useful. Either through a service like Clever or SFTP if need be.

      Also, it would be nice if the export maintained column order set on the screen in BB.
