Reminders (on a student checklist) should only be sent to those who have not completed the step. Right now, EVERYONE gets the reminder even if it is complete.
This was an issue on teacher recommendation reminders as well. All teachers got a reminder even thought they had done it which meant they all called and emailed us to make sure it was complete.
