While we can Activate or deactivate Notifications of various types, when Activated the default is always to be "checked" to send. Some of our senders do not notice this, and notifications go out for things that don't really need them. Better to have the ability to specify the default checked/unchecked setting, and we will usually put this as unchecked. Sending notifications, when activated initially, needs to be a conscious act on the sender's part per action. Then, as senders and recipients are used to it, we might flip that setting to always "checked" to send.
