Allow users to view Archived Official Notes for students they were not associated with Merged

Currently, if an advisor was not linked to a student when an official note was composed for the student, the advisor will not be able to see it. We would like to allow users to view old official notes for students, even if they were not linked to the student when it was composed.

    YES! I would love this! I need to know the history on students so I can help them more easily. This would also save me the embarrassing conversations with parents when they say, "As I told the other teacher (adviser) my child is..." Please do this ASAP!

    This seems like a pretty common sense fix to a problem I am sure lots of schools face. Advisrs change, and the history associated with that student ought to be visible to the current advisor.
