There are several situations which require review by a Grade Dean, or several members of school administration in order to address particular official notes.  While monitoring teams create a great way for non-Comment Managers to view and approve these official notes, there's not currently a mechanism which allows these monitoring team members to then view these notes after the fact.

There needs to be a way to either A) allow access to approved notes by the assigned monitoring team (monitoring team ID) and/or B) allow access to approved notes by individual members of the monitoring team (by user ids).  B) would allow those individuals part of the monitoring team to continue to access the notes they approved even after they leave the monitoring team, while A) would only allow the current members of the monitoring team to access those notes approved by the team.
