when a student record is withdrawn, the student should no longer appear associated with a parent in the parent directory
Withdrawn students shouldn't appear in the parent directory. This is particularly needed in those rare cases where a student's withdrawal was contentious. That student appearing in the parent directory then becomes a painful reminder.
