Enforce Plain Text comment boxes only allow Plain Text - Prevent HTML Pasting on Report Cards

There is an option for Report Card comment boxes to only allow Plain Text. However these boxes allow users to invisibly paste HTML. The box doesn't show the HTML it show the Plain Text. Then when saved it saves the HTML. Why can't the box save what is shown or enforce plain text pasting.

    Staff doesn't even know they are causing issues when they paste comments in. It is not intuitive and then looks poor on the report card when done.

    For years I have been begging for these input boxes to be WYSIWYG. Drives me batty when I start going through report cards and the comment fonts are not consistent.
