Have the system review scan pre-existing records for duplicates and not just scan when records are newly created.

In this way, one can merge records rather than have to choose one to delete.  I wound up deleting a candidates' record not realizing that I'd chosen the one that had a recently submitted application tied to it, and could no longer access the application, necessitating that the parent fill it out all over again.  Alternatively, I wish that the system had flashed with a warning note with specifics about the application that said something to the effect of, "Are you sure?  This user has an unprocessed application tied to this record.  Deleting this user will permanently delete this application.  Continue to delete?" or something to that effect.
