When creating a school form (in Academics or School Website), you select the "user regarding." If you select 5th grade parents and a user is added to that group (for example a newly enrolled student joins 5th grade), it would be nice for that person to automatically see that form, but as it stands, they must be manually added as a new "user regarding."
