Make "Add Another Household" more prominant

Currently, it's easy for parents to skip over the Add Another Household link and they end up filling out the application information together. This is problematic with divorced parents. If we could update the wording or make it more noticeable it would be easier when parents fill out the application forms.

    I added the information in the attachement to our application because of this problem.

    I feel it is important to be able to state that Household 1 is the Primary Household Household 1 (Primary Household) and to then add a household, listed as Household 2 leaving off the designation of primary household.
