It is difficult to weed through the candidates who have said "YES" to enrolling, but have not yet signed a contract.  We do not want to "enroll or inactivate" them until we either have a signed contract or an official, "no".  There is no way to export these candidates to look at the names to exclude.  It would be better if they were only moved to this area after we have an official signed contract or they decline our offer of enrollment once the contract is issued.
