Because there is not a 'Contract Assigned' notification (enh: https://blackbaudk12.ideas.aha.io/ideas/K12OB-I-1219) , we use the 'Contract Reminder' notification to tell families when contracts have been assigned.

However, we would prefer not to message 'all users that have not yet submitted the contract', since some families enter the process later than others.

This leads us to want to send an Official Note instead. However, currently, we cannot do this in bulk from the Contracts List.

Additionally, this also does not work for Re-Enrolling students ( https://blackbaudk12.ideas.aha.io/ideas/K12OB-I-1883 ).

Also, if updating the Contracts List for this feature, please see the enhancement request regarding 'Setting 'Date Sent' for contracts in bulk': https://blackbaudk12.ideas.aha.io/ideas/K12OB-I-1982, which would let us send an Official Note to 'users that had 'date sent' of X (today)'.
