Removal of the skipping effect when editing the application forms

When editing the application forms, there is an effect which occurs when you add things or move them around where the screen skips to a location in the application above the area edited. This makes editing the application very difficult.

    It happens to me in certain areas of the system too (with no apparent rhyme or reason as to where the jumping around is going to occur).

    I have noticed the same behavior when editing Bulletin Boards or Topics. I have found a work-around by decreasing the magnification of the browser window (hold CTRL and press the - sign).
