Add Grades to Manage Exclusions

Manage Exclusions can hide report cards and transcripts from students and parents, but it cannot hide grades. There is no point in hiding the report card and transcript if they can still see their grades and we do not want to globally turn off access to grades.

    This functionality is available in the new Holds feature which replaced the previous exclusions in July 2021.

    To my mind, if you don't block this access to grades, you've defeated the purpose of the exclusion.
