Currently, the only role with access to generate report cards in bulk is the Grading Manager.  The ability to manage grades (i.e., input grades for any teacher or section) is hard-coded into the Grading Manager role; this means that we can't even clone a restricted version of the Grading Manager role for our administrative assistants, etc., who need to be able to run report cards but should NOT be able to manage grades.

Please either create a "Report Card/Transcript Generator" role, or give us the ability to remove the management/recording of grades from cloned versions of the Grading Manager role!
