Don't allow duplicate email addresses for user accounts

We have a big problem with duplicate user accounts. I think disallowing the using the same email address will cut down on the duplicate accounts. It will alert the user that an account already exists with that email.

Support unicode / foreign characters in Admin Custom Fields

We were really looking to have the 10 publishable custom field support them. Our main purpose for using them would be to have a child’s Chinese name in Chinese characters. It would be even better if the name fields support unicode/2-byte characters.

We would like there to be a difference between parental access and the parent role.

Currently we have users such as Tutors who need access to the Parental Access permission to get into the student record but not give them the parent role so that they are not pulling into bulk email and lists as they aren't actually parents.
