Don't bill students that have chosen the not returning checkbox on their contract in Enrollment Management

When a parent choosed to not re-enroll on the contract with the existing functionality, the contract has to be processed. But then it bills the student for tuition.

    There needs to be conditional formatting in the contract for those who select "Not Returning" on a re-enrollment contract so that all the parent has to do is sign the contract, and the tuition should say $0.
