Add confirmation email for parents when candidates are registrants

Currently, the confirmation email will go out to whoever is listed as the registrant. If the person registering is in 6th grade, there should be an option (at the very least) to send an email to the parent of that candidate that they registered for the event. Right now, the parent would need to enter their email as the registrant email, or the event would need to be set up to allow candidates and parents to register to achieve this, but this would lead the registrant numbers to be askew.
