In EE, you could create an unofficial transcripts and give access to a group of people, for example counselors.  Currently, there is no way to restrict access to only a particular type of transcript.  Once you give access, that role (advisor) has access to both official and unofficial transcripts and can print these documents and distribute them.  That is not really a good idea.
